So i was wondering how do you check to see if you have a block on your modem/internet to prevent people from stealing my interenet or how do you set a password for it?

enable WPA2 security in your router settings, choose a good lengthy password. Hit save.
Go to your laptop, join your network and enter your new password. Done.
