Yeah, I used NetZero, Juno, FreeINet, etc. They've all either gone under or started making you pay, or limited service. If I'm going to pay, I'm going to get a broadband connection.
For what it's worth, (and at the risk of being accused of SPAMming -YUCK!-)I have been following this outfit called Going Platinum. This is NOT exactly a raving review: It is supposed to be an ISP that you partly own, and get revenue from. The fly in the ointment is that it's set up like a MLM outfit. But, you can join without it costing you any money, or you can pay at most 25 bucks. That, and you can get a full refund if you want. You're supposed to get a share of the revenue of everyone under you, and people get placed under you by spillover from the people above you.
They haven't launched yet, but they are now saying it's going to go in April. (Original launch date was to be January, but they had some glitches to iron out).
The info is on the website: http://www.goingplatinum.com/member/kpel308 (This is my member's website, and if you sign up through it, you get put in my organization.) I'm not exactly sure if this is going to be vaporware, but I didn't lose any money, and if it works, I might make some. That, and they're talking about a DSL option and 1-800 dial-up service. I didn't have anything to lose, so I signed up.
I am so sick of ISPs changing the terms of service and limiting access, and even if you pay, you wind up being stuck. I'm paying for Juno now, and can only get a 2400bps connection with my 56K v.90 modem which is worse than when I started out with them with my 28k modem.
When/If this outfit starts out, I'll be pulling for 'em.
