Par For The Course. The politicians, generally, play to the public's expectations of what a war should be. This means quick, no collateral damage, no bad guys get away, and nobody on our side gets killed.
Those people want to be reelected, and for that, the people must be pleased (read: appeased). Instead of educating the populace on what war is, they try to walk the line between acheiving the objectives, and offending sensitivities.
Sometimes, the fact we elect our public officials works against us.
