Maybe I'm crazy or having a case of the Mondays...but how would one delete the items (emails) in a user's mailbox so it is 0kb, but leaves the mailbox in tact so rules still apply to it?  Exchange 2003 BTW.

What about purging the mailbox from the console?

tried that...items are still there.

If you open the users mailbox I assume you see the items, what happens when you attempt to delete them?

If your purge them, they will stay until they are tombstoned.  It can take awhile and depends on the settings on your server.

I assume you've deleted the deleted-deleted items....

I haven't opened the mailbox in outlook.  you shouldn't have to do that.

Right click on the server and run the mailbox management process.  If that doesn't work, go with exmerge.
