I took it that they may have been trying to train him to maintain cover on an attacker who may use OC spray on him...

THat or they were showing how effective it can be in making it very difficult for a bad guy to use a gun on someone once exposed to the spray.

I've seen people that OC has zero effect on, and many where it has reduced effect of varying degrees.

With me, it's 100% effective and fucks up my breathing for about 45 minutes (after decontamination, not counting the contamination period) and burns my skin for a day or two like a sunburn.

But after watching that guy in the video.... wow. What the fuck is his malfunction?

Maybe that's some super kind of uber toxic OC spray, but if it's the regular shit police use, then that guy is all kinds of pussy.
