Why is it the preferred parade march of "Evil" regimes and who the hell said "Yeah, that looks bad ass. We should have all our soldiers do that goofy march!"?

It's a Prussian thing.
It takes a lot of practice and physical fitness to get it right.
The point of the goose-step is to demonstrate absolute discipline...it makes the troops look like machines.
