Parents used to tell their kids "If you keep acting like that you are going to end up in reform school." Was there really such a thing as reform school and did anybody actually get sent there?

I think they mean something dumb like boarding school... Everyone wears uniforms, all guys (or all girls) so it would be one giant sausage fest etc.... etc....

Babe Ruth was sent to a reform school.
I'm sure that there are. There are "alternative schools" for kids that have academic difficulties or do stuff like drop out and/or have kids.
