...is mostly determined by your fans, correct?

I just put a new HD in my computer and reinstalled my OS and it is running loud as hell.  Is there a way to adjust the fan speeds?

Power supply, discrete fans (case & video card) and HD drive are the dominant noise sources. You can undervolt discrete fans, but need to monitor CPU core temp to avoid damaging the chips. There is also variation due to case materials & insulation. Some cases (Antec Solo comes to mind) are particularly quiet.

I would guess your new HD is just loud.

I initially thought it might be the new HD but it sounds like its coming from the outside wall fan.

Is there a way to set the voltage going to the fan in the control settings or do you have to mess with the wiring to do that?

Doesn't sound like its from the HD but it would make the most sense since thats the only new hardware I got.  I'll give that a shot too.

My mac mini is whisper quiet.

My Gateway PC sounds like a 747 taking off.  I keep the Gateway turned off most of the time.

Usually messing with the wiring (running 12V fans @5V and such)

There are quiet fans out there, although not sure why an old fan would suddenly get loud.

Just how loud are we talking anyway?

It's not very loud.  Before my computer was very quiet, now it's..'normal' I guess you could say.

I have seen a few that vibrate like a mofo. Pull the drive out put 2 rubber bands around it by the screw holes then place it back in. Tighten it down and give her a run.. and old Mtn bike tube makes excellent bands.

Big +1 here. When i built my new PC i converted the fans to 5v and then threw them on a Rheostat, also water cooled it to cut back on noise. It's silent.

Check your screws, and check the individual fans. If they're ball-bearing type and old then the bearings may be going.

Make sure none of your power supply cables are coming in contact with fan blades
