If the ball carrier begins to fall or go out of bounds, can a team mate grab him or somehow prevent that from happening?

If you wanted to, for whatever reason, you could even do the same for an opposing player as well.

Thank you. I was watching the Green Bay highlights and saw two Packers run into each other. The ball carrier stumbled but didn't fall. His team mate didn't put forth any effort to help.

Yes it is. Helping the runner is pushing, pulling, or lifting him. You can't do it.
