Dianne Feinstein proposed yesterday that the National Guard be transformed into "a kind of homeland defense force" that would protect everything from airports to aqueducts. The California Democrat also said she wanted an increased role for the Coast Guard, which is charged with defense of the nation's ports and waterways. A number of National Guard and reserve units have been called up already for airport security. But Feinstein envisions a much larger role for the Guard, which has traditionally been a part-time force that drills on weekends. Feinstein said the Guard should protect aqueducts and highways, among other things. Her proposal envisions a full-time call-up of Guard personnel. So far, President Bush has asked the National Guard to help provide security at 422 airports. About 5,000 Guard personnel have been called up. The president has the authority to order the Guard's role increased. No congressional legislation is needed. Feinstein's proposal, if put into effect, would result in the largest call- up of the National Guard in more than 50 years. The last time units were used in such numbers was during the Korean War, when the 40th Division of the California National Guard was sent into combat. At least two National Guard units -- the California Guard, which is the largest in the United States, and the Alaska National Guard, the smallest -- endorsed Feinstein's idea. Maj. Gen. Paul Monroe Jr., commanding officer of the California Guard, said that he was generally in favor of the proposal but that it "raises certain concerns. My biggest concern is if homeland security becomes our only mission, we might lose our capacity to be first responders to the regular Army and Air Force." The California Guard has about 21,000 members: 16,000 in the Army National Guard and 5,000 in the Air National Guard. So far 3,000 of its members have been called up to active duty. Some are on patrol at airports, while others, including two battalions of infantry, have been called for duty overseas. The Alaska National Guard, with 4,000 members equally divided between Army and air units, is ready to go. Homeland defense, said Maj. Mike Haller, "is not a foreign mission to us at all." "We trace our roots to World War II when we had a homeland defense mission, " Haller said. During the Cold War, he said, Alaska was "a forward area." Feinstein also called for a bigger role for the Coast Guard, which has been inspecting cargo and cruise ships. Feinstein said most cargo enters the country uninspected. "Five million cargo containers entered the United States last year," she said, "and only 2 percent were inspected. We have always put trade ahead of the security of our nation." The present crisis has strained the Coast Guard, which has about 30,000 regular service personnel, fewer than the New York City Police Department.

First, I think that you would see a big drop in the total enrollment in the National Guard. Not that those in the NG love their country any less, I just think that a long term call-up would have this effect. Second, Just what the hell does Feinstein know about "security of our nation", she has done more to hurt security than just about anyone else! Just my .02 cents. Vulcan94 [:(!]

I like the idea. This will work grat with the having Middle Eastern people wearing yellow arm bans. We could also control what kids read in school to keep thier mind pure. Maybe even close down large parts of the wilderness. We need keep everyone in large towns where they can be watched. We could even set up hot line so bad people could be reported to the goverment. Of coarse paying all those gardsmen is going to get expensive, so taxes will have to be raised. Next we could turn a state into a prison for all the bad people. Not my true feelings.

Hey, I don't have a job. Pay me $20/hour and I'll park my rear in a lawn chair and guard the California Aqueduct with my SUR. I thought the guard was a fighting force? Why waste them on this kind of role? Feinstein is such a moron. She has her CCW but the rest of us must find protection under the gun of a military police force.

Her opinion surveys likely inform her that a greater than normal percentage of the population supports the idea of arming folks for defence against the bad guys. Since allowing the second amendment to be implemented goes against her wishes, she's going to do what she can to spend public money calling up a few thousand reservists instead - even though CCWs are an inexpensive ideal tool to defend against these types of attacks.

Why use our own National Guard? We've got NATO aircraft already patrolling, why not invite some NATO troops to guard our borders? effing dingbat I imagine that if they stopped the stupid-!@@ gun laws in that state that they'd have their own guard force without spending a penney. We're doing what we can here, I know I can do more; I have a great platform for putting out ideas (and people say they never learned anything in school). OMG I think I'm gon'a be sick but thats a good! That is as it should be man,the NG needs to stay the hell out of the other branchs and works at home ONLY as long as there are run by the state and not the feds. that would be more like the way the founders wanted them to be,we really don't have a state by state militia like we should and this would be a good way to get them out from under the feds. And I bet the NG would not set your house on fire like the damn ATF. I would much rather deal with them,people from my own state working in my state.
