do you need to encode (make into MPEG2) or encode and author the DVD (e.g. where it has a menu)?

Also, what are you trying to do? Home movies, things off the web, like YouTube videos? Do you need to even use a disk format?

I encode a lot of things into H.264, and do it right to the HD.

Amazon.com has it for about 80$....if that helps any

This is about the best you can get for under 100$ -

Various mpeg and avi files to DVD. Including DVR_MS files. I have something to do it but it only uses one of my processors.
