Didn't the referees use to assess a penalty against the home team if the crowd kept cheering during the visiting team's offensive downs so loud that the QB could not call plays? Or was that some other sport?

I think that's college. Not applicable in the NFL.

A 5 yard delay of game penalty would be asessed against the home team for excessive crowd noise. Not sure if that rule is still in place though.

That was a NFL rule back in the mid 90's.  They don't enforce it anymore.

I think they gave up on it because of the teams who play in domes. They would be penalized every game for excessive crowd noise.

Me too. While the noise was a factor, I truly believe the refs were a mess calling that game. Reggie Bush's first "touchdown" was NOT a TD. Ball NEVER broke the plane. WTF???
Then they called ours back?
I an NOT one who cries about refs: always think they make sucky calls but that's the game...but these refs had, "Let's had the game to the Saints because we still feel badly over Katrina" written all over them.
