Maybe a hand pumped bilge running to a hose somewhere, or waterproof the walls. I think you'd have to make it out of cement block really to keep the water out. ETA: You could built it in such a way that the water would drain downhill, or you could run a hose or pvc dug into the ground at an angle if it is not somewhere elevated, and have a drain in the middle of the floor. It could double as a urinal.
