One of my biggest dreams is to have an entire underground house some day, complete with a tunnel system and periscopes to check out the surface.

So you would need a sump-pump or something to get rid of the water.

Maybe a hand pumped bilge running to a hose somewhere, or waterproof the walls. I think you'd have to make it out of cement block really to keep the water out.

ETA: You could built it in such a way that the water would drain downhill, or you could run a hose or pvc dug into the ground at an angle if it is not somewhere elevated, and have a drain in the middle of the floor. It could double as a urinal.

If you could get a 12V pump and a solar panel, that would work pretty good.

He was doing it for the hell of it if I recall, I doubt he intended it for a SHTF bunker, hence the router on a stick for his laptop and lack of any furnishings.
