What software  ( lower cost the better ) do I need to edit and create documents in .pdf format???

we use something called PDFCreate here at work.  No idea on the cost...

Adobe Illustrator can edit graphical and text components of PDF's, but it doesn't support all the functionality of PDF's, so you can delete whatever you want--but everything is not editable. Altering or appending some components (like interactive form components) isn't possible.

That Pdfedit995 looks to cost about.... $9.95. Or 2 x $9.95, to make AND edit them.... I'd guess it's gonna be hard to beat that. Especially since it seems to support semi-intelligent editing like reorganizing bookmarks and hyperlinks and so on. Illustrator will not do that sort of stuff at all.

If you only have a temporary need, you can go to Adobe and sign up for an account to create up to 5 PDF documents online free.
