Congress did pass a joint resoultion essentially giving Bush the authority to prosecute attacks without the need of a Declaration of War. Under the War Powers Act he can technically only deploy forces for 60 days without Congressional approval. A blatantly unconstitional act, but the law nonetheless for the time being. Bush now has the authority to exceed the 60 day limit. Could this be what you mean? |
