Computers can help focus out-of-focus pictures but can't manufacture picture data where there is none. But not effective enough to not focus the lens in the first place - re: space telescope Hubble.
You can guess a bit using various algorithms but you're not going to find things between pixels. MPEG2 uses a couple different methods to get data from nothing. |

Most of that is Hollywood bullshit. Unless you have the resolution to begin with, the computer isn't going to create it.
