Can a person in another state legally send a high cap mag to someone in California?
I belive it is illegal. Am I right?

The text of the reg reads "Imports or causes to be imported..."
You can't be busted for breaking a state reg if you weren't actually breaking it within state lines.
The person in the state receiving the mag, is "causing to be imported." and CAN be busted.

Is it possible for an individual that lives out of state to register a firearm with the state of CA so that it's only a misdemeanor for a first offense if you are carrying a concealed weapon?
