I live in northern Virginia.  We have received an incredible amount of rain in the last week.  Like, a couple months worth in a week.

I wake this morning to heavy rain for the 4th day in a row. I drive out of the parking lot to see the MFing SPRINKLERS ARE ON!

Whoever set them up was a moron anyway, half the water goes on the road instead of the landscaping.

Just got home, and the sprinklers are on again.

A water sensor probably costs what they have wasted in the last week on watering the already underwater landscaping.

I've never understood the whole 'water the pavement or concrete' thing.  I've only seen it in metro areas.  I got a free car wash in Wilmington last summer when I was stopped at a traffic light.  Sprinkler head was 5' off the pavement doing a complete 360.

The sprinklers were running on the flooded golf course at Dahlgren today.

Maybe they have a Grey Water system or something.  I worked at a place once that had that same problem, but it was because they used a recaimed water system.

So, when it rained heavy, it filled up fast, and then the sprinklers kick in to drain the tank.

No.  They come on the same times every day.  It would just make sence to turn them off when there is so much rain that we have been in a constant flood watch for 4 days.
