I always see guys walking around at gun shows with a rifle slung over their shoulder and a for sale sign.  I've been tempetd to buy sometimes but hesitent as how would I now if it were stolen or not. Is there some king of National registy online I could check or just not bother?

Just be wary of who you are dealing with.  Don't buy and guns where the deal seems too good to be true, or from someone who knows absolutely nothing about what they are selling.

Thankfully, no.

Just rely on what your gut instinct says. If something raises a red flag in your mind, then don't follow through with the deal.

Ask for an Id so you know who you bought it from. If he says no, you do too.

In TN, a dealer is required to list the S/N on a buyers background check request. Theoretically, this is to check against the stolen gun S/N list that ATF supposedly keeps current. Most likely, a FFL could call this in for you for the NICS fee, i.e. pretending that you're buying the gun from him/her.

Some police dept's will also do this for free as well.

YMMV.

there is a database of reported stolen firearms.

you can take one to the police station and have them look it up.

I can't remeber what it's called, something like NCIC?

it's not publicly accessible because politicians are idiots.
