you can get a flux core mig at harbour freight for 100 bucks on sale, normall 200 ( IIRC )
it wont be the nicest welder but it will do the job, also get an auto darking helmet for 50 bucks, it will make the welding much eaiser. no some one will chime in not to get the flux core but for heavier gauge metal, and being outside where it can be windy it will be fine |

You could get that done nicely with a 70amp+ DC smaw machine.
