Gotta agree with one just mentioned.  
"Brick" by Ben Folds Five is an incredibly depressing song recounting what happened when the singer's girlfriend got pregnant and decided to have an abortion.  Very sad song and a very evenhanded account of what an abortion means.

For overall mood, "A Whiter Shade of Pale" has to be the most depressing song to ever hit the airwaves.  The organ adds to the sound of a funeral song.

A lot of people like Simon & Garfunkel's "Bridge Over Troubled Water" but I find that almost in the same league.

I don't find Live's "Lightning Crashes" depressing.  I find the strength of the vocals and the power of the drumming to be kinda triumphant.  

"The Pass" by Rush is supposed to be an anti-suicide anthem, but the lyrics are pretty sad.  "Christ! What have you done?"

I disagree with Enya's "Only Time" as being depressing.

The whole point of the song is about hope. That only time can reveal what will happen. I think it's one of the most beautiful songs I've ever heard.
