Ok, I know this has been discussed before. Does changing out mag followers/floorplates with US parts satisfy 922r US-parts requirements? I asked this basic question in a letter to the ATF, and they responded with a phone call saying that yes, you can....but only for one mag. Any other mags you use in the rifle are apparently considered to be completely foreign even if you have replaced the follower/floorplate. So, if your parts count on a rifle depends on a mag and follower to be 922r-compliant, you might not be quite legit after all (at least according to the agent I talked to).

My question for you folks is, has anyone heard of/seen any rulings, laws, or ATF letters that contradict this statement? Is there anything to legally suggest that the agent I talked to was wrong?



On a side note, the phone call I got was kinda hillarious. I had sent them the letter over half a year ago and had pretty much completely forgotten about it. Then one day, out of the blue, I get a call on the phone.

ATF - "Is Mr. ****** availible?"
Me - "Yes, this is he."
ATF - "My name is Agent **** with the BATF. I need to talk to you."
Me - (OMG WTF DID I DO?!?!?) "Uhhh....ok...."
ATF - "We're just callin' to respond to that letter you sent us. Sorry 'bout the delay."
Me - (Falls onto floor in relief) "Oh, ok."



EDIT: I didn't put this in the legal board 'cause this is more of an experience survey, not a strict legal question, since this is such a gray area in the law.

If it doesnt have to many foreign parts in the weapon, its perfectly legal. Just make sure all of your magazines have the proper US parts count and no matter which magazine they choose to use when they do a parts count you'll be legal.

(its like asking whether I can change between a tapco G2 US made trigger set and a Red Star arms trigger set for my AK, I can change the parts used any time I want just as long as the number of regulated foreign parts isnt exceeded.)

You can use the US floorplates/followers in every magazine you own, but you can only count the US parts in one magazine at a time... I think they are saying that you cant put 2 US parts in 3 magazines and say 'Look! I have 6 US parts'

The parts arent counted based upon the number of US parts you have in the weapon, but on the number of regulated foreign parts that are in the weapon. It doesnt matter how many US parts you have, it only matters that you dont have more than 10 of the regulated foreign parts in your weapon.
