So what is the chain of command in NOLA??............................You have a 3 star General a 3 star Admiral...and a 3 star dipstick..............................who is running what?

My impression is that the general is running all the active duty military and federalized guard troops, the admiral is in charge of the DHS contingent, the governor runs the LA guard, and the mayor has the reigns of the city resources.
