There are ways to deal with it beyond shooting any poor bastard you find with a uniform.  I will say that PO are like candy in plenty of places.  Anyone who thinks that it's some major hurdle to see a Judge to get a TRO and the nightmare that follows should think twice.  Still doesn't mean you just blast the sheriff.
