How do you get the floor plate off of a Glock mag?

All you should need is a Glock tool.

If it's a first generation mag without the hole in the floorplate, just squeeze the sides in slightly and slide it off to the front.

If it's one of the newer mags, use a small punch to press the detent in thru the hole and use the punch to help pull the floorplate off.

Take the rear corner of the floor plate and push down (hard and firmly) on something solid, like a wooden table.

If it has a detent, push that in first. (duh!)

(This should work for 1st Gen mags too, but I'm in CA and my guns are in MO so I can't confirm, nor remember.  If the above doesn't work, do it while pushing in on the sides like ARkie says.)
