Have been leaving messages for days for the local town building inspector to no avail. Are there generally any codes that would restrict putting outlet boxes horizontally instead of vertically, and right in the base board flush with the floor, instead of up the wall a few inches? I'm trying to wire rooms with exterior walls consisting of stress-skin panels and would like to avoid cutting into them.

I think basements and or 'wet' area's have restrictions on this.
I would keep pounding the inspectors office. Then, if they continue to not respond, send a fax to the Mayors office. IT will get handled.

Might want to try the hometown forums.  Most codes vary county to county.

No code issue that I know of, we put outlets in base board regularly.

No codes on horizontal Vs vertical.   You can turn your mudrings in any manner you want.     As for height, I am not sure.   Around 12" to center of box from floor is the norm.
