What loopholes does Kali make us jump through to get a Garand from CMP?

None.  Cali has no say in the matter.

It's been a few years, but off the top of my head, (2) M1's, (2) M1 receivers,(2) 22 bolt actions, and about 8 cans of ammo and several parts orders delivered fed ex right to my door.

Everyone should own at least one CMP Garand.  My wife & I each got one, then each bought a stripped receiver to have fulton armory build into complete rifles.  For a while the "danish" M1's were under $300.00!

I ordered two rifles last March from the CMP and there was nothing extra that had to be done because I was living in CA.

As AR15fan said, none.

Kalistan Kommisarz can't tamper with a federal program like the CMP. The CMP, if they ever did, could send M16s, M249s, whatever to Kalifornians and the Kalistan government wouldn't have a single say in it at all - as long as it was legal CMP purchases.

I'm afraid you are sadly mistaken.  CMP will comply with any applicable state laws.  If the California DOJ complained to CMP, all the CMP would send to California are 50 year old C&R rifles, which California law does not require to be transferred through a dealer.

the cmp is a private entity now not a federal program.

they must comply with ALL state laws.
