Do any of you know what if any legal forms and so forth you need to open up a public/private rifle/pistol range?

Post this in the Legal Forums, you might have more luck.
But think-- Zoning, EPA regulations, Insurance needs, local business licenses, etc. This one might require you to hire a local attorney to sort it out for you.

You can also contact the NRA. They help people setting up shooting ranges. They will have all the information you need excet maybe local rules.
