What does demo letter mean? Does it mean a class three dealer can ONLY buy it if he has a letter from a law enforcement agency asking him for a demonstration to purchase?

The demo letter is a request from the Dealer for Demo FA firearms to demonstate them to the LE in his area.
It must be signed by the LE in the area to show they are in fact considering them for the department.
