EDITED:  That's my bro above.  I see piles of dust.  If it were water we would have heard about it by now.  It also would be frozen.  It only gets above freezing at the equator in the summer.

It's dust.  It is scattered in patches all around the rocks.  Look in the upper left under the shelf of the skinny looking piece.  You can clearly see the "Water" wave upwards to a higher point.  The shadow is rather obvious.
