Senate Bill 601 Update May 8, 2003 I’m happy to report that a bill I authored to outlaw all .50 Caliber handguns and high capacity magazines recently passed the Senate Public Safety Committee. Senate Bill 601 would prohibit the manufacturers of .50 Caliber handguns from selling these high-powered deadly weapons in California. Every year approximately 3,000 Californians die from gunshot wounds and an average of 8,000 suffer non-fatal injuries. In spite of these statistics, gun manufacturers have developed and are marketing a .50 Caliber handgun capable of being concealed on a person and high powered enough to deliver more than a ton and a quarter of muzzle energy. These guns have the same ballistics as concealable rifles, which are currently outlawed in our state. Clearly, .50 caliber handguns serve no sporting or self-defense purpose. The further proliferation of these dangerous guns most likely would promote inappropriate and illegal use in our communities. They have every potential to become the latest "designer" firearm used by gangsters and drug dealers to terrorize the community. The Appropriations Committee will hear the bill next week.
