My Linksys router at home can block web access while allowing network access. Bigger better router/swithes should be able to also.

Disable DNS on his computer. THen he'll have to know the IP addresses to get to web sites. You can also use the hosts file on the local computer to null route certain web addresses.

how do you disable DNS?
-were using DHCP

Move away from DHCP and go static addresses. When you do that, don't put the GATEWAY address or DNS address on the computer you don't want to go on the net.
It will have no way out if you take away it's gateway or dns addresses.

How about disciplining the employee and firing him if he fucks up again?
As a network engineer, this is the easiest method I've found.
