I don't think age will cut it. I've met 14 year old girls who could drink like guys (and I do mean 10+ double-shots of vodka per party plus whatever beer was the chaser [btw, most of them could also pass off as 20 years]), as well as BIG guys well in their 20's who can't hold more than 2 shots.

I agree. I was legal at 18 although its 19 now.

I think a lot of irresponsible things people do are a result of the rebellius nature of human beings and teenagers in general. I would bet that if there wasnt that danger of being caught such activities would not be as common. For a lot people, when something is taboo, it makes them want to disobey and do it.
