WASHINGTON — The seven states that rely on water from the shrinking Colorado River are unlikely to agree to voluntarily make deep reductions in their water use, negotiators say, which would force the federal government to impose cuts for the first time in the water supply for 40 million Americans.

The Interior Department had asked the states to voluntarily come up with a plan by Jan. 31 to collectively cut the amount of water they draw from the Colorado. The demand for those cuts, on a scale without parallel in U.S. history, was prompted by precipitous declines in Lake Mead and Lake Powell, which provide water and electricity for Arizona, Nevada and Southern California. Drought, climate change and population growth have caused water levels in the lakes to plummet.

“Think of the Colorado River Basin as a slow-motion disaster,” said Kevin Moran, who directs state and federal water policy advocacy at the Environmental Defense Fund. “We’re really at a moment of reckoning.”

Negotiators say the odds of a voluntary agreement appear slim. It would be the second time in six months that the Colorado River states, which also include Colorado, New Mexico, Utah and Wyoming, have missed a deadline for consensus on cuts sought by the Biden administration to avoid a catastrophic failure of the river system.

Without a deal, the Interior Department, which manages flows on the river, must impose the cuts. That would break from the century-long tradition of states determining how to share the river’s water. And it would all but ensure that the administration’s increasingly urgent efforts to save the Colorado get caught up in lengthy legal challenges.

The crisis over the Colorado River is the latest example of how climate change is overwhelming the foundations of American life — not only physical infrastructure, like dams and reservoirs, but also the legal underpinnings that have made those systems work.

Firefighters Continue to Assess Damage After Large Fire at Bozrah Egg Farm

Crews remain on scene investigating after working to put out a large fire at an egg farm in Bozrah on Saturday.

Firefighters said the fire was in a chicken coop at Hillandale Farms on Schwartz Road.

Crews from departments including Colchester, East Haddam, Salem, Gardner Lake, Lebanon, Franklin, Yantic and Sterling, Taftville, Montville, Oakdale and Lisbon responded to the scene.

According to Colchester Fire Department, there were water issues and more tankers were called.

In a video posted by Norwich Fire Department, there appears to be extensive damage to the chicken coop.

The smoke from the fire could be seen on Route 2 near exit 24.

It's unclear what may have started the fire.

The Salvation Army is on scene providing food and nourishment to first responders.

The Department of Agriculture said it has been in touch with the leadership at Hillandale. At this time, the DOA is not responding, but is continuing to monitor the situation.

My grandparents had miniature Schnauzers.  Very good dogs!  Never remember seeing a single rat at their place in Oklahoma.

I'm back in writing mode, a new novel in the making.

Got over my black pill phase. Now I'm driven again.
Panama, Darien Province, Chuck Holton, Michael Yon, Mateo Uno and other great folks I met down there turned me around, shook me hard, and put me back on the upward path. Thank God.

Black-pilled is just an excuse for lethargy, apathy and inaction.
Yeah, Western Civ is going to crash and burn. No stopping it.
But humanity will come out on the other side and rebuild. It might be smaller, but it'll come back.

Britain cold, hungry and miserable, new figures show

Brits are cold, hungry, struggling to get medical care this winter amid the cost of living crisis, according to a new survey.

Almost a quarter of adults have not been able to 'keep comfortably warm' in the two weeks before they were surveyed, according to the Office of National Statistics (ONS).

As many fear running out of money to buy food, around one in 5 adults reported eating smaller portions and food past its use by date.

The information was compiled by the ONS' new Winter Survey, which questioned people on the impact of pressures on adults in Great Britain during the colder months from November, 22 to December, 18 2022.

The analysis exploring how different groups of people are being affected by cost of living increases and difficulty accessing NHS services found people suffering from depression were more likely to report struggling with access to the essentials of everyday living.

Energy bills

As energy prices spike amid soaring inflation and Russia's Ukraine invasion impacting global markets, growing numbers of people are reported feeling unable to afford to avoid the cold.
Almost a quarter of adults (24%) reported they were “occasionally, hardly ever, or never” able to keep comfortably warm in the past two weeks.

This jumped to 41% of people who pay their energy bills using prepayment or “top-up” meters.

Among respondents experiencing moderate to severe depression, the number of those wo reported being unable to keep warm was 44%.

Food costs

Around 1 in 7 (15%) adults reported being “somewhat, or very, worried” their food would run out before they had money to buy more.

A quarter of parents with children living at home were likely to report this.

Among different ethnic groups, the response was higher for “Asian” (26%) and “other ethnic group” (46%) respondents.

More than two-thirds (70%) of those who ran out of food in the two weeks before being surveyed and said they couldn’t afford to buy more, also reported being occasionally, hardly ever, or never able to keep comfortably warm.

Around one in 5 adults said they were eating smaller portions (18%) and ate food past its use by date (18%).

This was higher for parents with dependent children where 20% said they were eating smaller portions and 22% said they were eating food past its use by date.

Adults with diabetes were more likely to eat in this way (26% and 24%, respectively), as were adults experiencing “moderate to severe” depressive symptoms (35% and 33%, respectively).

Hospital appointments

Around 1 in 5 (21%) adults reported waiting for a hospital appointment, test, or to start receiving medical treatment through the NHS.

For 29%, this was having a strong negative impact on their lives, with disabled adults and people experiencing moderate to severe depression symptoms more likely to report this (37% and 48% respectively).

Among employed or self-employed adults who were waiting for NHS treatment, 39% reported that the wait had affected their work.

26% of people said this reduced their working hours with 7% going on long-term sick.

How much more can hospitals take?

GP appointments

Almost a quarter (23%) of adults who needed to see a GP in the past month reported not being able to get an appointment.

Again, it was adults experiencing moderate to severe depression symptoms among those more likely to report this (30%).

The ONS added the analysis was not able to determine, for instance, whether having to spend less on food and essentials causes depression symptoms - or whether adults with existing depression symptoms are spending less on food and essentials.

Netanyahu announces plans to arm Israelis after Jerusalem attack

Prime Minister Benjamin Netanyahu has announced plans to make it easier for Israelis to get firearms amid escalating violence in the occupied Palestinian territory, a move seen as “collective punishment” and one that could further increase the violence.

Netanyahu announced the measure late on Saturday after convening a meeting of his security cabinet — filled with hardline politicians — over a pair of shootings that included an attack in occupied East Jerusalem.

Seven people were killed in the shooting outside the East Jerusalem synagogue on Friday.

The weekend shootings took place towards the end of a month of growing confrontation and follow an Israeli raid in the occupied West Bank city of Jenin that killed nine Palestinians and exchanges of fire between Israel and Gaza.

In all, Israeli forces have killed 32 Palestinians this month.

Israel had not carried out a raid on the scale of its operation in Jenin in years, but it is part of intensified military incursions by the Israeli army into the occupied West Bank, which killed at least 200 Palestinians in the past year.

On Saturday, Netanyahu promised to expedite gun permits for Israeli citizens and to step up efforts to collect “illegal weapons”. He added that the homes of the suspected assailants would also be sealed immediately ahead of demolition “in order to exact an additional price from those who support terrorism”.

His office later said social security benefits for the families of attackers will also be cancelled.

In addition, it promised new steps to “strengthen” illegal Israeli settlements in the occupied West Bank but gave no details.

The Department of Agriculture said it has been in touch with the leadership at Hillandale. At this time, the DOA is not responding, but is continuing to monitor the situation.
