There is a program that I think comes with Photoshop called ImageReady that can do animation.
I would check that first, I'm not sure.

any type of gif editor... download a trial and use it to make your avatar. should be plenty of free ones out there though.

You start with a male and female avatar and then 9 minutes later you get a brand new baby avatar and in just a few more minutes you have a full grown up avatar [:D]
