I have always liked Jeff Cooper's thoughts and opinions. He seems to say what many people think in a way that just makes sense...  But in the March 2004 Guns and Ammo "Coopers Corner" He talks about the lightweight Model 29 S&W .44 Mag and says,"if you need a mega-wheely I do not think you need a flyweight"

Well I don't think it is a matter of "needing" one but wanting one. I don't need 13 shotguns, but I wouldn't be surprised if someday soon I get more and have 14 or 15.  I don't need a 6mm, .257 Roberts, .270. 30-06 and a .338 so what maybe I'll buy a 7X57.

I still like Jeff Cooper but This one paragraph rubbed me the wrong way.

Cooper has a great many years of weapons experience.  Much of his knowledge is tried and true and holds value.  He does however have a tendency to dwell on the past with very little eye towards the future.  In truth however if all weapons save those chambered in .22 rimfire were banned tomorrow, I would still be able to meet all my needs.  Just not my particular wants.

Isn't he saying "heavy calibers, should come out of heavy guns"?

.44 magnum in a lightweight could get recoily..........

Sounds like you're reading an aweful lot into it.
If you're a fan of Cooper's you should know that utility comes first to him.  While he has a huge firearms collection, he tends to stress utility.  so when he says "need" he's probably right, there really isn't anything that particular gun does better than anything else.
I have read quotes from him about "a solution looking for a problem" and I think this applies to about 99% of the crap out there in the firearms industry today.

This is most likely the correct reading of it.  Why buy some super high speed whiz bang gadget that will put you through more punishment than a low speed plain gadget?
