I agree it was partially a set-up from video I have recently seen.
Governor Terry McAuliffe (D) revoked the permit to protest therefore making it a illegal assembly. The organizers and demonstrators "White Nationalists" were not informed of this until they made contact with the State Police whom were in full riot gear. They set it up hoping some Nazis would show, create some trouble with the regular's, told the cops to stand down, the Gov was part of it and the yes man for Soros.

The thing that all those gatherings needed most was very frequent visits from a pair of A10 Warthogs.
