I'm not sure what to make of this article.  It made me laugh out loud having witnessed smartphone users walking and tripping into stuff for years.
After I stopped laughing I came to the conclusion that legislation is not needed to sort out this problem.

Darwin will solve the problem.

I work in an academy setting now, and I see it when students are on break.

Had to yell at one this week for almost walking in front of a car 'cause she was in the zombie mode.

I'll lay odds that this law will make it make it over here in one form or another.
Seattle, Portland, Eugene, Berkley, San Francisco love BS laws like this one.
