A couple days ago I stopped at Wendy's for a sandwich. I sat down to eat and started watching some older guy with a flashlight shaped object. He was setting at a table by himself and started taking apart what looked like a flashlight. He re-assembled it and set his receipt across the table from him and pointed the light at it. It came on and illuminated the paper with a blue laser. The paper burst into flame. He put it out and then shined it on a napkin, it burst into flame. He put it away and left. What did he have?

That sounds like the Arctic from Wicked Lasers.  It's not available in the U.S. anymore.  If memory serves it was one of the first 1mw lasers.  But a green with half the power is still more visible

i can't comment on legality, but YES they WILL fuck up your eyes.  There is specific eye-pro when using those kind of lasers.
