Why?

Because their business culture probably rewards fast but careless and penalizes slower but careful.   Its easier to quantify and more visible, so they can make themselves look better to their bosses.

Tracking customer complaint calls is much more in-depth and easier to be missed.

And honestly, it's kind of a natural byproduct of what the market demands in shipping:

Cheap and fast.   Cheap has to be the single-most important factor people take into account when choosing a shipping method.   Speed is a distant second.

As long as the company can keep damaged or lost packages below a certain threshold, there's no doubt in my mind that they give a solid 0 fucks about your damaged package.   I mean really... what are you going to do?  Use UPS?
