Left: Amnesty and importation of voters to change demographics to one-party Democrat nation.

RINO: Cheap labor and lip service.

Right: Deportations of illegals, improve process for legal aliens.

It's a buzzword they use because they are unable to articulate the actual problems with immigration.  It is largely used to advance a leftist agenda on the matter with open borders and no immigration control as the goal.  Other buzzwords/phrases they use include:

Undocumented Immigrant
The system is broken
It's not their fault
It's breaking up families

There are many others, anything but put responsibility on the person who actually broke the laws in the first place.

In a nutshell immigration reform was/is about amnesty (increasing the Left voter base) and the GOP maintaining status-quo while looking like they were doing something about illegal immigration.

It's not complex. It's a process of constantly shuffling around enforcement assets and fiddling with minor points of law until enough poor immigrants make it in that republicans can never again win a national election.

After that, the intended solution will be in place and the laws irrelevant.
