I took my CPL class, paid the fee, filled out the application, took the oath and got fingerprints done.

They gave me a application receipt and told me I'd get my CPL card in 45 days.

Does this application receipt count as a CPL until I get my actual card? Or do I have to wait until my card comes to start carrying?

The text at the bottom of the receipt is very confusing and I'm not sure.

You must wait until you are issued the license.


Your confusion about wording on the receipt may stem from the use of it with an expired CPL when waiting for a renewal:

"Upon payment of renewal fees, the applicant will be issued a receipt. If an individual applies for a renewal license prior to the expiration of his or her license, the expiration date of the current license is extended until the renewal license or notice of statutory disqualification is issued. A person carrying a concealed pistol after the expiration of his or her license pursuant to such an extension shall keep the receipt issued by the county clerk and his or her expired license in his or her possession at all times he or she is carrying the pistol. The receipt, when carried with the expired license, shall serve as a valid CPL until the new license or notice of statutory disqualification is received. If an individual applies for a renewal license after the expiration of his or her license, the individual is not permitted to carry a pistol concealed until such time as the renewal license is issued.  "

Once you have submitted your application and fee to your county Sheriff, the state has 45 days to get your CPL to you, OR a refusal.

IF you have not received EITHER when the 45 days is up, then the receipt that you have serves as your CPL until it either arrives or you get a denial.

That's how Michigan works. So come April 15th, if you have not received your CPL, then put that receipt in your wallet with your drivers license, and strap up.

Make sure you contact someone at 45 days to let them know you haven't got it yet.

OP, as this is your first go around, no you are not licensed until they do their review and you get the card back.

It should come sooner than 45 days.  Just renewed mine, got within a week.  Wait till then.

Also, do NOT try to use the receipt as a CPL license, OUTSIDE of Michigan. You will need your actual CPL license to avoid hassles.
And if you are going to Illinois, READ UP. It is very...  complicated.

Basically, they do not honor our CPL except IN YOUR CAR. If you are going to take the gun OUT of the car, it must have the magazine removed, and be stowed in a fanny pack (the Fanny Pack law). The magazine can be WITH the gun, but not IN the gun, and the gun must be unloaded. It's easier if you can, to just lock it up in the car if you need to use a restroom. I would suggest not BUYING anything in Illinois, until they grant reciprocity to Michigan CPL holders.

OP, did they NOT cover this stuff for you? REALLY important that you know all the laws. Also, MEMORIZE the places that you are not allowed to carry your gun. Like any Federal building, INCLUDING the post office.
