I want to make this into an 18x24 poster for my daughter for Christmas. Any chance of making it look better for printing? Her riding instructor took the pic with her ipotato. Maybe also remove the gate in the middle of the pic she is riding towards.

See if you can get the riding instructor to give you the full sized image from his/her phone.
What you've posted doesn't look like it's big enough to print in a large format.

I'm an expert photo retoucher.

If you know any expert photo retouchers, I'm 87 times better than them. It's pretty much what I do all day.

That will not print at 18x24 and look IMHO.
