Settle a question for me. Maybe I'm drunk. My wife's sister's daughter is my niece.

What does that make my brother to my niece? I say it makes him an uncle by marriage but not by blood. Wife says there is no relation since there is no blood relation. Pretty sure there is a relation by marriage. Am I wrong?

I'm pretty sure there's a relation there, it might be when you use the "removed" relation.  Like your brother is a second cousin once removed to your niece.  There's a whole family tree that explains this somewhere online.
