Does an employer not have a right to spend his money on whatever he wants? There has always been a steady stream of Mexicans crossing the border to work, especially up the West coast to Washington. The borders were open, the gates in the fences along ranches bordering Mexico were not locked, and they went home. Mexico is a third world country, along with Central and most of South America, there's little reason to stay there, and they are encouraged (with helpful brochures) to come to the US. Way out in the Southwest desert, no one cared. Everyone on both sides of the border loved the addictive cheap labor, and now it's impossible to kick the habit. |
