How on earth does this thing work?? Dad left it but no instructions. Can't figure out how to make it release and clamp.

I think it's the chuckhead to the universal trimmer. Is there an orange sort of mini lath looking item lying around? If there is, it may be missing this part. There would be a hole in one end that would go into it and a nut spun on to the protruding threads. When its locked in, rotating the head using the attached lever will loosen or tighten the shell.

clamp the threads in a vice, then throw the lever and the univeral chuck will un-tighten.

That will maul the threads. Maybe between wood blocks but not over tightened but I don't think its about just releasing the shell but how it works and what it is.

Yes. It's off a power trimmer.

Issue is, that lever just allowed me to unthread that head. It won't move anything inside that head. I'll soak it in a oil but I'm assuming it's frozen up.

Yeah, universal chuck it won't unlock unless the threaded part is secured.  I have the hand crank universal trimmer, it is about the most versatile trimmer on the market. Very fast, and plenty accurate/repeatable.
