If they did make it up it would be great propaganda, makes them look much scarier and hard as nails. I don't think everyone in ISIS is a true believer, but I think the ones that are are very dangerous. To have cannon fodder of that level of devotion is a huge force multiplier.

ISIS allows in journalists all the time, the same way N. Korea does. They attach handlers to vetted journalists and then show them what they want the journalist to see. They start out small, and when a journalist proves loyal, actually reporting the "right" things, they show them more. Its a win win, ISIS wins a propaganda victory and the reporter gets a new scoop and a byline=money.

They've been relying heavily on martyr driven suicide attacks since the 70-80s when Hezbollah popularized them. They've always had the class of fanatics willing to kill themselves to reach paradise. Not everyone in ISIS fits the profile, lots of them are quite scared of dying, some don't want to die but aren't scared, and some have a legitimate death wish. At this point the ISIS suicide attack recruiters know exactly who to choose, they've had decades of trial and error to perfect profiling, selection, training, and use.

The dummy isn't driving. Its just sitting in the seat, to make it look like it has a driver. its heated so thermal scopes on gun mounts on vehicles, or PAS-13 type weapon sights, will detect the heat. Mechanical remotes control the actual VBIED. Surprise is nearly always the means in which VBIED attacks are carried out, those that are thought to be engaged before they reach their target are usually uparmored. In those cases a dummy isn't necessary at all, since they aren't trying to fool anyone.

In an unarmored VBIED, If the dummy gets hit chances are the vehicle gets hit too. And the TTP for engaging a VBIED does not entail small arms, they use heavy weapons, so whatever takes out the dummy will likely also disable the vehicle or outright cause it to explode. The only reason to use an automated vehicle is if the humans are not reliable to achieve the goal. And if that's true, that means the martyr suicide program is broken some way.

And that is what is telling...
