So I'm going to upgrade my daughter's device.  The iPod is 16 GB and the Fire is 8 (although I ASSume) it's upgradeable.  Otherwise, is one better than the other?

For Android, Dell Venue 8 7000 series.  It's pretty fantastic.  With the keyboard case she'll be able to use it in school.

Does she have a lot of purchased Amazon content? Music, movies, and TV shows can be played on the iPod using the Amazon IOS apps. Amazon Music is DRM free and can be loaded on any device if you want to use the IOS music app.

Are there other IOS devices in the family, her friends?

It's down to cost and preference.

No iOs in my house.  Not too much downloaded stuff though as I keep pretty strict parental controls.
