A friend wants another forum to pull a thread with pictures that she took. They want her to jump through hoops to identify herself. Must she? Or should she just send them a bill for infringement until they take them down?

Are the photos registered with the copyright office to enforce said infringement?

Burden of proof is on her.  However, she can try a "cease and desist" but they will still want some identity/proof if they are intent on being jackasses about it.  If she sends a bill it'll get thrown away.
