This is my first Aimpoint, but shouldn't there be an adjustment screw on BOTH towers?

There's only one screw on one tower:

Something is wrong. There should be an elevation adjustment on the top turret. It also looks like the rubber cap retainer (on the elevation, windage and battery) is missing.

Then again maybe you accidentally got one of the civilian restricted auto elevation compensating COMP M2S SEAL issue models.

Geez, good first experience with the Aimpoint. It was advertised as NIB. Obviously not.

With this model there is no elevation adjustment.  Use the screw to adjust for windage.  Then use either a hammer to raise point of impact or a crowbar to lower point of impact until the scope is zeroed.  If you over-adjust with the hammer you can also drive some wood shims between the scope body and the picatinny rail to bring back to zero.
